The Deepwater Port Licensing Program is the application process designed to promote the construction of Liquefied Natural Gas (LNG) and oil deepwater ports. This license system was established by the Deepwater Port Act of 1974, as amended by the Maritime Transportation Security Act of 2002. MARAD DOT assesses the financial capability of potential licenses, prepares the project Record of Decision, and issues or denies the deepwater port license.
