| notes | Impaq worked with the data collection firms NSCE-MCG-AC3E [the Group] to conduct traffic, household, and business surveys as part of the Roads Project evaluation. Specifically, a baseline survey of households, businesses, and traffic was conducted. The data collected was intended to serve either as baseline data for the impact evaluation and as baseline monitoring data for the compact in general. The data collected included: -travel time along the roads -access to social services (e.g., schools and healthcare centers); -access to markets for goods and services; -the type, volume, and value of transported goods -economic activity levels The baseline survey was designed to support a “difference-in-difference” estimation, comparing the conditions before and after the project on the rehabilitated roads with conditions in similar zones along similar road segments that were not rehabilitated. In 2014, the decision was made to alter the evaluation methodology in favor of an HMD-4 based evaluation. Thus, follow up surveys for the "difference-in-difference" design will not be conducted. |
