Guatemala - Improving Customs

The evaluation is an ex-post performance evaluation. There are seven proposed questions that cover the Customs activities:

Did project activities address critical issues that significantly impede revenue collection in Guatemala?

Were the Policy Milestones established in the Threshold Program Agreement achieved?

Has the project (and individual activities) produced the intended outcomes and met its objective?

What key factors contributed to or hindered the results of the project as a whole and individual activities?

What key factors contributed to or hindered sustainability of the project as a whole and individual activities?

What can be learned about design and implementation, inclusive of ‘rolling design’, participation of the private sector, non-implementation of some work plan activitise, and the interagency agreement between MCC and OTA?

Have international best practice standards relating to each activity been used?
