Mali - Alatona Irrigation - Desk Review

This evaluation consisted of a desk review and key informant interviews to assess the design and implementation of the project due to ongoing security concerns in the Alatona region. The evaluation team found that the lack of processes surrounding project selection and risk mitigation at the time led to an overly ambitious project which aimed to address many different potential constraints and had to be drastically re-scoped. The team noted that learning from MCC's early compacts has already been implemented in the form of a more structured and empirical project selection and design process with a number of analytical tools introduced. The evaluation team did not have the capability of re-assessing the ERR or producing quantitative results.
