Tanzania - Water Supply & Expansion

In 2011, MCC contracted Social Impact (SI) to carry out an impact evaluation (IE) of the WSP in Dar es Salaam and Morogoro. Endline data collection pertains only to Dar es Salaam, and reports on system-level and household-level project impacts, including impacts on water supply and quality, and downstream economic impacts on households in Dar es Salaam. We also report on project implementation and sustainability and discuss the results in the context of the project's estimated economic rate of return. The results of this evaluation provide an opportunity for MCC, the Government of Tanzania, and other stakeholders in the water sector to understand the impacts of these large-scale infrastructure interventions, and to apply lessons learned to future projects. The evaluation design includes a process study and impact evaluation. Endline data collection was conducted between September and November 2017. Data sources include a household survey using electronic data collection, water quality testing, remote sensing of water supply using pressure logging devices, qualitative focus group discussions, site visits, and administrative data.
